According to an article written by Cath Hart of The Australian, the economic powerhouse of Western Australia would be disadvantaged under the "population centric" policy settings of Kevin Rudd's national broadband network.

The statement was made by the WA Chamber of Commerce and Industry as part of its submission to the Government's inquiry into regional broadband solutions. However the fundimental flaw in their arguement is the NBN is not about 98 percent of the POPULATION but 98% of households or homes.
